Is Even Greater Conflict on the Horizon?

Structural and governance changes will most certainly come about from the work of the ELCA’s Commission for a Renewed Lutheran Church.  An all-encompassing redefinition of mission and ministry will most certainly result from the recommendations, expectations, requirements or whatever that will be laid upon congregations because of the DEIA audit which the ELCA had done of its governing documents.  The provision for bound conscience will very possibly be eliminated as part of the review and re-evaluation of the 2009 human sexuality social statement.  As I keep up on the latest of what may be coming for unsuspecting ELCA congregations, I realize that conflict within congregations might only become more severe leading up to and after the next ELCA Churchwide Assembly in August 2025. 

In June of 2013 – just a little over a year before I retired – the synod in which I was rostered, Southwest California, elected the ELCA’s first openly gay synodical bishop.  That election threw the congregation where I had already been serving for thirty-nine years into total turmoil and conflict, and that was a conflict that continued throughout and beyond my final twelve months there.  And I found that since I had already announced my retirement because I would be leaving after forty years there, I was totally unable to provide leadership, guidance, and stability in the situation.  That was a situation that the congregation would have to work through without me.  I was not in a position to help them in any way during my final year there.

Friends of Lutheran CORE who are a part of ELCA congregations will find themselves in many different kinds of situations in regard to the upcoming changes in the ELCA.  Do any of the following describe your situation?

  • In some ELCA congregations there will be strong agreement among the pastor, leaders, and members that the time to leave the ELCA is now and action needs to be taken as soon as possible in case the coming changes in structure and governance make it even more difficult if not impossible even for former ALC congregations to leave with their property.

  • In some congregations there is no way that a motion to disaffiliate from the ELCA will prevail.  Even if a majority are in favor of leaving, they will not be able to achieve two separate votes with at least two-thirds of those voting approving a motion to disaffiliate. 

  • In some congregations the pastor has kept information regarding what is actually happening in the ELCA from the people.

  • Some friends of Lutheran CORE are the only one in their congregation (or one of very few in their congregation) that is aware and concerned.  They have faithfully sought to inform others, but their efforts fall on deaf ears. 

  • Some former LCA congregations and mission congregations started by the ELCA believe that they would never receive permission from their synod council to leave with their property and/or would not be able to pay back to the synod the mission start funds expended by the synod that the synod would demand be repaid.

  • Some congregations are too diminished and/or the membership does not have the energy left to deal with the issue.  If they are aware of S13.24, they are just hoping that the synod will not use that provision in the model constitution for synods against them to justify the synod’s moving in, taking over, and possibly closing the congregation.

  • I know of a vibrant, Biblically faithful, Spanish language ministry where the synod owns the building and most of the salary of the pastor is paid by the synod and churchwide.

There are Biblically faithful, confessional pastors in the ELCA who do not believe that the right approach for their congregation would be to seek to disaffiliate from the ELCA.  There are many reasons for this.  Some feel that a motion to disaffiliate would not prevail.  Some fear that it would only be disruptive in the life of the congregation.  Some believe that they can keep the changes coming in the ELCA from impacting their congregations.  We need to be praying for these ELCA pastors and their congregations.  

We are very grateful for the friends of Lutheran CORE who are members of other Lutheran church bodies who are concerned about and regularly pray for their fellow Christians still in the ELCA.

Major Disaster On Its Way: A Preview of the ELCA Churchwide Assembly

The ELCA will be holding its triennial Churchwide Assembly next week, August 8-12, in Columbus, Ohio.  The Churchwide Assembly is the highest legislative body of the ELCA.  There is much coming up which should be of grave concern to Biblically faithful, confessional Lutherans.  I will be watching the assembly online and will report back in my August letter from the director.  But in the meantime, I wanted to inform you of three actions which are on the agenda, which only go to show how far and how quickly the ELCA has strayed from Biblical truth and moral values and the mission that Jesus gave to His Church.

The first two are amendments to the ELCA constitution.  The first one has to do with the mission and purpose of ELCA colleges and universities.  My understanding is that if this amendment is approved, it will need to be ratified at the 2025 assembly.  Here is a link to all of the amendments which will be voted on.

The second amendment has to do with the role of rostered ministers.  This amendment was approved at the 2019 Churchwide Assembly and needs to be ratified at the 2022 Assembly.  Here is a link to all of the amendments which were approved in 2019 and need to be ratified in 2022.

Unfortunately, both of the above are to be passed – or not passed – “en bloc,” meaning one vote on many amendments, so specific discussion about any one amendment is discouraged.  My expectation (and fear) is that many people will not know what they are voting on and for, because there is so much material for them to go through and master in the Pre-Assembly Report.  (The cynic in me believes that part of the ELCA strategy is to inundate voting members with “so much stuff” that the assembly will approve what the “powers that be” want them to approve.)

#1:  The Mission of Colleges & Universities

Here is the text of the first amendment. 

Any section which is underlined is being added.  Any section which is crossed off has been in the constitution and is being deleted.  The implications for ELCA colleges and universities are enormous.

Are ELCA colleges and universities no longer to be Lutheran/Christian?  Are they no longer to be faithful to the will of God?  Are they no longer to provide religious education and worshipping community?  Are they no longer to provide holistic care of students (body, mind, spirit)?  Are they to be reduced to mere vocational training institutes–not distinctive from any other college or university out there–and nothing more?

What impact will this have upon colleges and universities which previously have had a strong Lutheran identity and/or solid confessional teaching?  What will become of colleges and universities when they are no longer held accountable to the godly mission for which they were founded, and which is now being removed by constitutional amendment?

#2: The Role of Rostered Ministers

Something very similar is being done to the role of pastors (Ministers of Word and Sacrament) and deacons (Ministers of Word and Service).  Here is the text to the second amendment.  Again, these amendments were approved at the 2019 Churchwide Assembly and will not be made official until and unless they are ratified at the 2022 ELCA Churchwide Assembly.  (I guess there was so much focus on the ELCA’s declaring itself to be a sanctuary church body and the Declaration of Inter-Religious Commitment back in 2019 that this one “slipped by us.”  Again, this can happen when you inundate people with so much “stuff.”)

Are rostered ministers no longer to be “proclaiming God’s love for the world” and “witnessing to the realm of God in the community, the nation, and abroad”?  This change is rather shocking, and I would assume that even “radical, liberal, and progressive” clergy, with their very different definitions of “God’s love” and the “realm of God,” would generally agree that the role of clergy should include “proclaiming God’s love” and “witnessing to the realm of God.”  Are clergy to be primarily social justice advocates?  How will it go for your congregation if your next pastor is primarily a social justice advocate? 

#3: Revision of Human Sexuality: Gift and Trust

We knew it would be coming, and now may be the time.  We knew that the human sexuality social statement which was approved by the 2009 Churchwide Assembly would not stand.  Eventually this statement, which is far more traditional than current ELCA belief and practice, would fall.    

Memorials have come from three synods, which ask the ELCA to review and revise the “Human Sexuality: Gift and Trust” social statement.  The most extensive wording comes from the Milwaukee Synod.

Although the “resolved” is not clear about what it means when it says “current church understanding, church policy, civil law, and public acceptance,” the activities and advocacy of ReconcilingWorks and Extraordinary Lutheran Ministries give us some hint as to what we might expect from a proposed revision of this social statement.  These two groups are calling for such things as allowing those who identify as polyamorous to be included on the Proclaim roster of LGBTQ+ clergy and seminarians, and redefining marriage as a mere aspiration rather than as a hard requirement for sexually active rostered leaders.

There are seventy-eight memorials coming to the Churchwide Assembly, so it should not surprise us that the recommendation of the Memorials Committee is to vote on most of them “en bloc”in a yes or no vote on all of the memorials, which, as in the case of the amendments to the constitution would work against any discussion of individual memorials.  Again, things get approved because there is too much “stuff” for voting members to be able to process.     

I believe it is good that the Memorials Committee is recommending that three memorials be removed from the bloc and voted on separately, including the memorials regarding “Human Sexuality: Gift and Trust.”  Therefore, there will be opportunity for discussion on this issue.

However, no matter how the revision process unfolds this time, I am certain that it is only a matter of time until there is no place for traditional views within the ELCA and congregations and clergy in the ELCA will be forced to adhere to LGBTQ+ affirming policies, all in the name of Diversity, Equity, and Inclusion.




Tribute to Paull Spring

I remember well the first time I met Paull Spring.  It was in a meeting in a Gullixson Hall classroom at Luther Seminary that would lead to the beginning of CORE.  Paull walked into the room (in clerics, of course, whenever he was doing church business) with a leader of Word Alone …  that was an amazing sight and combination to be sure.  But the cause of Lutheran Orthodoxy and faithfulness brought such together.  And many more of us with them, too. 

Paull Spring represented some of the best of eastern Lutheranism, a pastor and bishop and leader from years of ministry.  He brought those gifts to the diversity of faithful Lutherans all over the country as we began to form Lutheran CORE.

Those were amazing days, as we came together around the challenge to affect the slippery slope of the ELCA’s theological and spiritual descent.  Paull Spring was articulate and theologically able.  He spoke with both authority and passion……and a deep love and concern for the Church. 

We didn’t always agree, but we had huge respect and mutual patience to get the best from each other, not just me but everyone else with Paull Spring.  It was a fruitful partnership and collaboration.  Our work brought us to Synod and Churchwide Assemblies, to gatherings all over the country.  Who could forget the hundreds who came to Fishers, Indiana after the ELCA vote of 2009?  Paull was a giant at that meeting and others to come.

Our CORE work eventually came to the reality of forming the NALC, which was launched at a yearly CORE Convocation in Columbus, Ohio.  Paull Spring was chosen as the NALC’s first bishop.  He knew how to do that already.

Since those times Paull Spring led faithfully and has been succeeded now twice.  Yet he has remained a valued leader and respected confidant to many in this new “retirement.”

Paull Spring’s wisdom lives on even as we grieve his passing.  Eternity will tell the rest of Bishop Paull Spring’s story.  We will enjoy hearing then what now only God knows and Paull sees more fully.

“Oh God, the generations rise and pass away before You.  You are the strength of the weary; You are the rest of the blessed dead.  We rejoice in the company of All Your Saints” including now Bishop Paull Spring.

CWA Reflections: God Has a Way of Sorting His Church

Shortly after the ELCA’s vote to change the sexual standards for ordained ministers in 2009, a strong and unexpected wind knocked over the bell tower of Central Lutheran Church in Minneapolis, which was helping to host the churchwide assembly.  Many conservatives interpreted this stormy event as an act of God, expressing His displeasure with the vote.  Revisionists responded in kind, saying it was God unleashing divine joy at seeing an oppressive structure of yesteryear finally knocked over.  The whole thing was a good lesson in why Lutherans generally avoid seeking the clear will of God in natural occurrences.  The Word suffices.

2019 CWA

Now fast forward to the ELCA’s triennial churchwide assembly this past August in Milwaukee.  No tornado struck the Wisconsin Center where the voting members gathered, leaving the question of whether God approved or disapproved in serious doubt for theological interpreters of the jet stream.  In the end, though, no gust of wind was needed: the churchwide organization of the ELCA just may succeed in knocking over its own steeple.

“We Are Church” was the assembly’s theme, as though the ELCA were trying to assure itself.  Probably, the theme developed under Presiding Bishop Elizabeth Eaton’s influence, part of her Sisyphean effort to remind the ELCA what sort of thing it actually is.  She almost elicited a crowd gasp when she asserted, in her report, that social concerns were “peripheral” to the Gospel and the preaching of Christ crucified and risen.  The assembly swallowed its gasp, though, having just overwhelmingly re-elected Eaton a bit earlier.  Is she being kept as a token sort-of-traditionalist?  If not, the rest of the assembly’s decisions would suggest that its voting members did not especially share her Christ-and-Gospel-centered vision.

You can read a summary of those decisions here.  I’m not going to re-hash them, as I only attended the assembly for a few days as Lutheran CORE’s observer, being pulled away for parish matters later in the week.  Suffice it to say, the decisions generally represent a socially-conscious array of All the Right (Left?) Things, with condemnations of patriarchy and white supremacy leading the charge.  A few celebrations were sprinkled here and there, a couple new and heresy-ish-sounding strategies, and one change in polity (the ordination of the diaconal office) that would have split the ELCA once upon a time but that barely received notice today.  All those things have already received a host of criticism, online and around the church.  But, in the end, they may not be a breeze that tips the campanile.

Not Much from Churchwide to ELCA Congregations

Through it all, one set of questions kept emerging for me: What is “churchwide ELCA” doing for the rest of the ELCA?  How is it positively affecting congregations?  Don’t read in those questions some sort of anti-institutional bent.  I tend to think that conservatives can be hampered in mission by their anti-institutionalism.   Institutions are dirt: good in some places, bad in others.  Use as necessary.  So of course a church should have some kind of office tending to lists and rosters and things.  But looking over the resolutions and memorials, and listening to the Presiding Bishop’s report, I was struck with how much of the direction was from the congregations to churchwide—please memorialize this, please authorize that–and so little flowed from churchwide back to the congregations.

To be sure, there were likely many congregations, pastors, and lay members who rejoiced at the ELCA’s decisions.  But beyond their rejoicing, how were even the supporters of the assembly’s “actions” seriously affected by them?  Many of the resolutions or memorials seemed simply to affirm things that were already happening locally.  Would any of them have stopped had the churchwide ELCA yawned at their affirmation?  In his rather interesting report, Secretary Boerger noted that less than 6% of the ELCA’s total offerings are headed towards the synods and churchwide offices.  Why, particularly, should there be more?  Does that dearth of offerings signal a sense in the ELCA generally that its synodical and churchwide expressions are—what?  Less than inspiring?               

God Has A Way of Sorting His Church

My point is this: as bad as doctrinal revision may be, it may not be the only reason why a denominational superstructure ends up shuttering its doors (or even the most significant reason). Recent studies have suggested that conservative and liberal Lutherans in America are both shrinking despite their doctrinal differences).  A different kind of decay, the natural mold of bureaucracy and vainglory, may prove equally if not more effective in toppling a tower once considered mighty by men.  For God has a way of sorting His Church, does He not?  He dispenses with what isn’t helping, though He may keep it around longer than we would suppose, simply to heap up glory for Himself on the last day.  

In the meantime, the ELCA’s churchwide actions, as outrageous as some have been, sparked about as much reaction from me as hearing that my fourth child has just shoved a green bean up his nose.  After a few rounds at that rodeo, every parent knows to pinch the opposite nostril and blow out the bean, the tiny action figure, the bead from a broken bracelet.  It’s a problem, but not one that will long endure.   Keep preaching, resisting, and directing the sheep to green pastures; tend the table faithfully; and then pinch your nostrils, carry on, and remember that the Holy Spirit is a wind who blows where He pleases.

Letter to ELCA Leadership following Same-sex Marriage Decision

The following letter was sent in June 2015 to the sixty-five synodical bishops of the ELCA and to Presiding Bishop Elizabeth Eaton after the decision of the Supreme Court of the United States in favor of same-sex marriages. Of the sixty-six people who received the letter, CORE heard back from only one – the bishop of the Oregon Synod – and he basically minimized our concerns.

Dear

Thank you for the ministry of oversight which you are providing for the Church.  God has entrusted you with the enormous responsibility to care for His flock, for whom our Lord Jesus Christ gave His life.

The social statement, “Human Sexuality: Gift and Trust,” as approved by the ELCA Churchwide Assembly in August 2009, describes four different positions that members of the ELCA hold “with conviction and integrity” regarding same-gender relationships.  After acknowledging that “at this time this church lacks consensus on this matter,” the social statement then continues with these words: “Regarding our life together as we live with disagreement, the people in this church will continue to accompany one another in study, prayer, discernment, pastoral care, and mutual respect.”  

I am writing as president of the board of Lutheran CORE on behalf of all the pastors and congregations of the ELCA who do not celebrate and agree with the recent Supreme Court decision regarding same-sex marriage.  Many are wondering what impact this ruling will have upon them both now and in the future.  Some are wondering whether the law will continue to allow them to marry and not marry according to their religious convictions, and what will happen if the laws were to be changed.   Some are wondering whether in the future churches will lose their tax-exempt status if they refuse to perform or host same-sex marriages.  Some are wondering what steps they should be taking now to preserve and protect their legal right to not perform same-sex marriages.  

The human sexuality social statement also states, “The ELCA recognizes that it has a pastoral responsibility to all children of God.”  I am writing to encourage you in your calling to uphold this principle and to ask how you will do so.  Since 2009, those who have supported the changes in our teaching on sexuality and marriage have seen those changes confirmed and supported in many concrete ways: the ordination of practicing homosexuals, public statements by various leaders of the ELCA, a new working group on ministry to same-gendered families, and an increased tolerance of transgenderism, to name a few examples.  Lutheran CORE and its constituents do not believe that equal confirmation and support have been afforded those of a traditional mindset.  How will you now unreservedly lend your affirmation, pastoral care, and episcopal defense to those who uphold the traditional view of marriage?
